words = minutes × wpm

Does this count the way Word does?
It splits on whitespace. Hyphenated words count as one. It does not match every word processor, but it is close enough for timing a talk.
Should I write a 10-minute speech at 1,300 words?
At 130 wpm, yes. Leave a little slack for pauses, laughs, and slides. Many speakers write 10–15% fewer words than the math suggests.
